ALS Science Policy Board Charter

I. Function and Reporting

The ALS Science Policy Board (SPB) is appointed by the LBL Director to provide advice on major policy issues that bear on effective utilization of the ALS. The SPB serves two primary functions:
  • To serve as a "visiting committee" to advise the Laboratory on policy aspects of ALS operation, development, and plans for the future; and
  • To ensure that the ALS operates as a national facility whose development and utilization contribute maximally to scientific and technical productivity.
In the latter capacity, the SPB will advise the LBL Director whether the IDT and BMT beamlines, their ancillary laboratories and equipment and their research activities represent an appropriate utilization of the ALS as a national facility. In providing this advice, the SPB will consider the quality of the science and/or technology that will result from the ALS program, benefit to others in the scientific and technological communities in both the public and private sectors, impact on other scientific and technological fields, and the balance of representation among the major scientific and engineering disciplines served by the ALS.

II. Membership

The Science Policy Board will be composed of seven to nine persons appointed by the LBL Director who are distinguished by excellence of scientific or technological accomplishment and experienced in the management of scientific organizations. Membership on the SPB will be for a three-year term, renewable for no more than one term. To ensure continuity, terms will be staggered; hence, initial terms will be of one, two or three years duration until a proper rotation sequence is established.

III. Mode of Operation

The Science Policy Board will meet as often as necessary, but no less than annually.

Science Policy Board
